That’s a leaf from a book of hours (a Medieval Catholic prayer book).

The text at the top of the page looks like a list of saints. However, their names don’t take up the whole width of the page column. Those red and blue bars were added in to use up the whitespace.
So it seems the historical record supports Randall’s snake idea.
